About PDF passwords and restrictions
PDFs have two separate kinds of protection. An open (user) password encrypts the file so it can't be viewed without it. An owner password only sets restrictions — the file opens normally, but printing, copying or editing are flagged off. Restriction-only files are far more common than most people expect: invoices you can't print and forms you can't copy from are usually this kind.
Unlocking rewrites the PDF without its encryption. For restriction-only files, that is possible without knowing any password — the document's content was never truly secret, readers voluntarily enforce the flags. For files with an open password, the password you supply is required to decrypt the content; there is no way around that, which is exactly what makes PDF encryption trustworthy when you protect your own files.

Can it unlock a PDF without the password?
Only when the PDF opens without one. Many PDFs are merely restricted — they open fine but block printing or copying — and those unlock with one click. If a PDF requires a password to open, you must enter that password; this tool does not crack or guess passwords.
What restrictions are removed?
All of them. The unlocked copy has its encryption removed entirely, so printing, copying, form-filling and editing flags no longer apply. The visible pages are untouched.
Is it legal to unlock a PDF?
Unlocking documents you own or are authorised to use — an invoice you must print, a form you must fill, an archive you are consolidating — is the intended use. Don't use it to bypass protections on documents you have no rights to.
