Why are some short words like "of" and "the" left lowercase in my Title Case result?

Title Case intentionally keeps minor words (articles, short prepositions and conjunctions such as a, an, the, of and and) lowercase unless they start the title, which is the standard headline convention; if you instead want every single word capitalised, that is a different "Capitalize Each Word" style.
